Relief from RTO congestion – Driving tests will now be conducted at driving training institutes

The biggest change in the new driving license rules is that license tests will no longer have to be taken at the RTO. Instead, the government has assigned the responsibility of conducting driving tests to its accredited driving training institutes. This means that millions of people who previously had to wait hours to take the test can now take the test at their nearest authorized driving school, receiving full training.

A test passed by the institute will be valid, and you will receive a certificate from there. You will submit this certificate to the RTO, and your license will then be issued. This will not only save time but also increase transparency in the entire process.

In today’s times, when urban populations are growing and RTOs are becoming increasingly crowded, this new rule is considered very important.


Why These Changes Were Necessary – A Major Road Safety Issue

Millions of road accidents occur in India every year. A major reason for this is that many drivers take to the road without adequate training. Often, the test becomes a mere formality, and people lack an understanding of actual driving conditions.

The changes made under the new rules aim not only to make obtaining a license easier but also to provide proper driving training. When a candidate receives proper training from a good institute, they will be able to drive more safely on the road. This is expected to reduce accidents.


Role of Driving Training Institutes Now Even More Important

The government has given these training institutes a very important role in the new rules. Therefore, strict standards have been imposed on them. Any driving school must meet certain requirements to be authorized.

Land Requirements for Institutes

  • At least one acre of land is required for light motor vehicle (i.e., car) training.
  • Two acres of land is mandatory for medium and heavy vehicle training.

This land is necessary so that there is sufficient space where students can practice driving in different conditions.

Trainer Qualifications

The government has now also established new standards for trainers. These qualifications are required to become a trainer:

  • Must have at least passed Class 12.
  • Must have five years of driving experience.
  • Must have complete knowledge of traffic rules.
  • Must be able to teach road safety rules.

These changes aim to ensure that trainers are qualified and able to provide quality training.

Strict Penalties – Heavy penalties of up to ₹25,000 for underage driving

The government has also increased penalties for wrong or irresponsible driving.

  • A fine of ₹2,000 for driving without a license.
  • A fine of up to ₹25,000 for driving by a minor.
  • Legal action against the vehicle owner or the child’s parents.
  • The vehicle’s registration can also be cancelled.

These rules are necessary because a large number of accidents are caused by minors driving.


How ​​to get a driving license under the new rules

If you want to get a new license, you must first obtain an official license. You will need to enroll in a registered driving training institute. After completing the training, you will undergo a test. If you pass this test, you will receive a certificate. Your license will be issued by the RTO based on this certificate.

You will no longer need to go to the RTO and take a separate driving test. This will save time and make the process more convenient.


Do not give vehicles to minor children – Parents’ responsibility increased

The new rules also place responsibility on parents to ensure that their children do not give vehicles to their children. Sometimes parents ignore these rules, and children drive away. Doing so can cause significant harm, as fines have increased and legal action is also possible.
